Federal Budget Proposal Could Take Away Essential Lifeline for Families of Children With Disabilities

The proposed FY 2026 education budget would eliminate dedicated IDEA Part D funding for Parent Centers, shifting it into block grants to states. Funding for Parent Centers like Encircle Families would no longer be guaranteed.

WHY DOES THIS MATTER?
Because Parent Centers are independent of state education systems, families trust us to offer clear, accurate information and support, especially when navigating disagreements with schools or understanding their rights.

IN ARIZONA, THERE ARE APPROXIMATELY:

  • 140,000 K–12 students with IEPs
  • 16,000 infants and toddlers receiving early intervention
  • 7,600 preschoolers served under IDEA

Last year, Encircle Families supported 11,213 families and responded to over 20,000 calls, emails, and texts, helping families make informed decisions and advocate for their children.

If Parent Centers were to rely on state funding, through a block grant, it could blur the lines of the neutral support that families have come to trust.

Our federal funding ensures that we remain a separate, collaborative partner, able to support families while maintaining strong relationships with schools and state agencies alike.
